RRI Expands Scholar's Council with Two Distinguished Members

The Ramos Research Institute Welcomes Dr. Remzie Shahini-Hoxhaj and Dr. Ximeng Chen to its Scholar's Council

 

CLIFFSIDE PARK, NJ – OCTOBER 1, 2025 — The Ramos Research Institute (RRI) is proud to announce the addition of two distinguished scholars, Dr. Remzie Shahini-Hoxhaj and Dr. Ximeng Chen, to its Scholars Council. Both bring international expertise, academic excellence, and a deep commitment to advancing democracy, civic engagement, and education.

Dr. Remzie Shahini-Hoxhaj serves as Vice Dean of the Faculty of Philology and Professor of Communication at the University of Prishtina “Hasan Prishtina.” She is also the founder and former director of the Media Institute in Kosovo and has held academic appointments across Europe and the United States, including the University of Applied Sciences Salzburg and Dartmouth College. Her research focuses on communication cultures in transitional societies, media literacy, and public relations. In addition to her academic work, Dr. Shahini-Hoxhaj has led numerous international initiatives in education and human rights. She serves on several global boards, including the International Council for Media Literacy, the European Communication and Culture Society, and the Oral History Institute Kosovo, and currently presides over the Austrian–Kosovar Society.

Dr. Ximeng Chen is an Assistant Professor in the Department of Political Science and Global Affairs and Program Director of the Master of Public Administration (MPA) program at Sacred Heart University. Her research focuses on diaspora philanthropy and small nonprofit organizations, with an emphasis on strengthening nonprofit leadership and management. Dr. Chen teaches across both graduate and undergraduate programs, offering courses such as Nonprofit Leadership and Management, Principles of Public Administration, and Philanthropy and Social Entrepreneurship. She holds a Ph.D. in Community and Public Affairs and an MPA in nonprofit management from the State University of New York at Binghamton.

 

“The addition of Remzie and Ximeng reflects our continued commitment to building a council of scholars who not only excel in research but also contribute meaningfully to civic education and democratic culture across borders,” said Alejandro J. Ramos, Executive Director of the Ramos Research Institute. “Their expertise in media literacy, communication, and nonprofit leadership will help shape RRI’s mission of advancing democracy through education and engagement.”

 

The Scholar's Council of RRI is composed of internationally recognized experts in fields ranging from political science and education policy to systems thinking and media literacy. By welcoming Dr. Shahini-Hoxhaj and Dr. Chen, the Institute expands its capacity to produce actionable, globally informed research that strengthens democratic participation and civic learning.
